Britain’s Government officers and Tony Blair conspired to pervert the course of Justice, and so breached United Nations Human Rights Laws by, repeatedly, illegally setting up of judges, whom I issued summons against, to sit as Judges 12 June 1998 to make illegal court orders to ban me from use of Law courts, ban me from free use of lawyer or agent to represent me, and also bar me from finishing my cases already issued against themselves and others: From December 1998 they could not beat me by lawful means nor shut me up from demanding impartial jury trial of them as 5 Civil Wars perpetuated as my rights, so conspired from May 1998 to ambush my cases against them by them setting co-defendants Justices Lord Simon Brown. whom sat with co-defendant Justice Anthony Hooper in case CO/1700/1998 issued against me to cover-up 12 June 98 after co-defendant Tony Blair and his Treasury and Labour MP John Morris conspired with Tony Blair’s Treasury lawyers too to do so after they tried many times in Walsall to pervert Justice from Dec 1998 when co-defendants even Judges AW Brown, AD Walker, Mason deliberately sat as Judges in my cases against them and others after I issued summons against themselves and British State so I subsequently had to issue more summonses against them for knowing they be defendants but still sitting as judges in my cases against them, and caught perverting justice with them and co-defendant Justice J Owen in Birmingham to 30 June 98 in Conspiracies and so had to issue the said more summonses Vs themselves; so they panicked after much more other abuses 30-23 May 1998 which I charged too which made them panic by May 2 1998 and conspired with Lord Simon Brown and court Managers & Tony Blair’s secret cover-up agents and Treasury Lawyers -[I already suing]- to illegally summon me to London 12 June 1998 in front of co-defendant Lord Simon Brown and Hooper to be judges 12 June 98 to bar me from Justice via secret-ish conspiracy with Walsall Court persons -[whom I already summoned in Walsall for abuses]- even with Co-defendant Manager IAM Wood, Mrs Downing, with whom all conspiring May 29 98 with the defendant Judges and Royal Courts of Justice Manager Mrs L Brown illegally set up the said co-defendant Justices Lord Simon Brown & Anthony Hooper to sit as Judges 12 June 98 to hear sly application to bar me, as said, illegally; illegal application -[as made to them co-defendants Simon Brown and Hooper]- by co-defendant Attorney General of co-defendant Labour Party MP John Morris’s criminal Human Rights Abuses plots to illegally bar me 12 June 98 from Justice, my cases, lawyer usage, access to court as said above but they in secret blacklist banned me too in combination of their illegal non sign by judges 12 June 98 orders and yet passing internal secret letters between them and other departments saying ‘’Under no circumstances put Mr Delroy Anthony Soares on the vexatious litigant list: why?: simply to cover-up their crimes and breaches of United Nations Human Rights Laws which after World war 2 1945 United Nations set perpetual 30 Law Maxims as always to be the British written constitution since UN article 30 of Human Rights Laws which article 30 made the other 29 article permanent into all United Nations states constitutions as perpetual laws to protect the lay people like me from state abuses and arbitrary government like done to me no by British arbitrary government illegal powers and done by arbitrary gangs of co-defendant officers of various departments whom ganged up on me in secret to ban me from court etc because I issued summons Vs them all and because I demanded only jury trial as my right and only safe way for justice to be done.

Since 1945-48 and during my struggle with them 1997 to now, they have also been deliberately hiding the said United Nations Human Rights Laws real place in our state -[deliberately still after my plight exposed it]- after United Nations Human Rights Laws commanded them and all democratic UN Nations states never to make any laws to breach nor reinterpret any point of the 1945-48 30 article of Human Rights laws and also commanded them to teach all children the 30 articles to know them by heart so that when they grown up they would never obey anything contrary to said Human Rights Laws 30 article no matter who pass them in whatever British or United Nations states’ ever parliaments. They the said British state and its servants etc December 1997-12 June 1998 could not manage me nor bluff me off my rights because I knew the 30 Articles of Human Rights; so they could not beat me by law, they turned crooks and criminal abusers of power by them deciding 29 May 1998 to gang up on me for 12 June 1998 while they found the police not arresting them whom also were also years abusers of public with Crown Prosecutors, attorney general, all Courts, all Judiciary, al Parliaments abusing instruments for years so they decided to simple bulldoze over me 12 June 1998 -[via setting up co-defendants Lord Simon brown and Hopper to judge me while they be defendants in my case in Walsall Court Dec 97-May 98; they knew I also issued summons against all the Lords of Appeal in March 1998 so I could not use court of appeal after 12 June 98 to redress the corruption so they put Lord Simon Brown down to High Court to criminally abuse me 12 June 1998 by illegal bar of me from Justice, my cases, use of court, use of lawyer]- over me no matter if they perverted the course of justice by banning me from my 1997-May 23 98 Walsall cases against themselves in court already, banned me from suing them anymore, banned me from using courts, banned me from use of lawyer: So I am a political prisoner and been excommunicated by effect: So am I stateless by their conspiracy:

1) This petition is to over 150 United Nations to impartially intervene under U.N 1945 Human Rights laws. It asks all you United Nations’ member countries heads to individually and provable contact Mr Soares and intervene in the alleged abuses, work together, and take the British State and it’s Government, judiciary and all it’s judges, Courts & staff, Lord Chancellor’s self & all Dept, Treasury heads & staff & solicitors, Labour Party’s Attorney General’s self & police, and all mentioned herein persons all to open United Nations’ ''Court of Justice'' to be impartially tried for the alleged ‘‘human rights abuses’’ and alleged criminal conspiracies against Mr Soares, crimes against all his ever case filed Walsall court -[December 97-12 June 98]- and crimes against British public’s safety course of justice; of the which crimes United Nations made anti-Hitler fascist type laws of Human Rights against: Laws to stop Britain repeating Hitler’s 1933-1945 civil and war time known and revelation type of human rights abuse against ‘‘fair, impartial, public’’ jury justice; even laws bestowed as public safety on all mankind against tyrannical states. Those 30 articles of Human Rights Laws, against state abuses, have been deliberately kept secret by British State fascist’s governments and officers hiding behind the word ‘democracy’. Who else has been barred from justice by illegal laws made contrary to 30 articles of Human rights 1945-8: undersigned by Britain, Europe, USA, and the world.

2) Anyway, vigorously since before and after June 1997 and throughout all the herein, the British state has been secretly and sometimes openly abusing me Mr Soares and consequently the public too with illegal use of political Party Hitler type abuses via Non United Nations Human Rights powers via unlawful state intervention into my civil cases filed against its officers and my abuses, which I filed in court under virtue of non watered down version of 30 articles of human rights laws and under hid British Magna Carta perpetual public safety Laws against the states ever allowed powers/ new laws: I sued all judges and them in person for ‘‘selling, denying and deferring justice’’ and in sued for other subsequent abuse matters after they being caught repeatedly covering up their corruption of perverting course of justice, more, which are all U.N Human Rights Laws’ defined abuses of which they from the highest to the smallest officers have done against me and my Dec 97 -January 98 Walsall cases that are already in court, with more going in; of which they have been to 12 June 98 and still are illegally using public tax payers money to secretly cover-up their state concurrent repeat over and over again Human Rights abuses and their subsequent perversion of Justice by all British Judges, all Judiciary, Lord Chancellor’s self and Dept, all Court Services, all conspiring with Treasury & its head co-defendant Tony Blair Prime Minister all stealing public money via it’s solicitors to unlawfully defend the judges & C sued in person and steal money to plot the perversions of justices Walsall court to London Dec 97 - 12 June 98 via and to instigate cover-up for all Judges sued in person via the treasury solicitor all co-ordinating [December 98 to 12 June 98] with co-defendants Tony Blair, Court Services all heads, & Walsall Court Manager IAM Wood & Mrs Downing and Walsall co- defendant Judges AW Brown, AD Walker, Judge Mason, Justice J Owen, then suddenly from 5-12 June 98 they panicked and conspired for final cover-up with also co-defendants Justices Lord Simon Brown & A Hooper even to illegally breach United Notations Human Rights Laws by co-defendant Labour Party and their Attorney General applying to co-defendants Simon Brown and Hooper to ask them to and got them to write that they have barred me from justice, from use of courts, from use of lawyer, and from my cases already against them too of which 12 June 98 hearing to do so was illegal for judges I suing to sit as Judges to cover-up abuses in Walsall and Birmingham Dec 97 - May 24 98; like abuses as I already charged as done in all my cases Dec 97-May 98 they 12 June 98 co-defendants Simon Brown & Hooper tried to cover-up for all Walsall Judges -[& Tony Blair culprit in all]- etc that had also repeatedly been charged for perverting justice of my Walsall Cases one after the other after Jan 23-23 May 98.

3) They 12 June 98 co-defendants Judges Simon Brown, Hooper and Applicant -[John Morris]- to bar me from justice, deliberately knew they were already co-defendants in my Walsall cases they deliberately sat in 12 June 98 to illegally barred me from: in same fashion that the Walsall Lot of Judges etc had tried to strike them out one after the other and then they plotted with Royal Courts Q.B Manager Mrs L Brown to set-up their panicked illegal 12 June 98 Royal Court of Justice hearing in front of already co-defendants, Justices, Lord Simon Brown & Anthony Hooper to summon me to and did illegally -[refusing to get signature of judges on order]- make court order 12 June 98 to secretly -[their leaked letter said under no circumstance put Mr Soares on the vexatious black list: slip?]- secretly bar me Mr Soares from using any court, and from employing any lawyer or agent to use courts for me, & from finishing any my already filed December 97-May 98 Walsall court cases against them all: 12 June 98, unsigned order, to bar me while they the same Judges Simon Brown & Hooper and all above said persons and departments knew they are/were already co-defendants in my Jan 98 already filed in Walsall cases and further co-defendants in related subsequent abused cases December 97 - 12 June 98. In fact: Since Feb 98 I can not even get Lords of Appeals to reply to my sent appeals against abused Walsall cases December 97 to March 98; because they, all the Lords and all Appeals, all Court Judges are Summoned Walsall Court since Jan 98 as co-defendants whom all knew of the corruptions and so are part of 12 June 98 plots to and illegal bar of me from Justice and so was all obviously behind the 12 June 98 illegal Human Rights abuse bars of me from Justice as done by their co-defendants Justices Lord Simon Brown & A Hopper. Lord Justices Simon Brown & A Hooper, and also since Jan 98 co-defendant London Royal Courts of Justice Manager Mrs L Brown has no doubt now been caught 5, 6, 8, 12, 23 June 98 stealing court document via still setting up co-defendant Judges Simon Brown & A Hooper's sitting 12 June 98 as co-defendants judges and after I rejected them judges by cross charges & defence and she and they are guilty of the official court document thefts via them still sitting 12 June 98 and got and read my defence and counter charges but still sat and are since 5 June 98 hiding my 5 June 98 filed into court ''counter charges and defence'' document against them sitting as Judges 12 June 98 and filed against them hearing another bunch of Walsall Court co-defendants, even the co-defendant Labour Party Labour MP John Morris's pretending Attorney General Powers' illegal 12 June 98, applications to them co-defendants Justices Lord Simon Brown and Hooper to ask them -[pre known]- co-defendants to sit as judges to make their 12 June 98 -[and claim they got]- court order to bar me from use of court, bar me from suing themselves any more, bar me from finishing off my already issued -[Dec 97-May 98]- Walsall cases against themselves and British State: all therefore they did to me are Human Rights abuses against democracy & impartial access to justice which is more serious and totally more important to whole world & UN, abuses: like Hitler's fascists against democracy too.

4) All that 12 June 98 baring me from justice is outlawry they did to cover-up because I Mr Soares repeatedly -[like at Walsall & Birmingham courts abuses]- refused them co-defendants Lord Simon Brown & Justice Anthony Hooper appearance contract to give them reason to carry on their illegal set-up and eventual sitting 12 June 98 as judge in any my cases or anything to do with me, no appearances so no contract to allow judges I suing t be judge is lawful refusal to appear; but the continued to sit illegally 12 June 98, to do what they intended to do even if I appeared 12 June 98; like against 23 Jan 98 - 23 May 98 Walsall & Birmingham court same type repeated abuses and perversions of justice -[by its all judges and court staff I.A.M Wood & Mrs Downing, said]- sitting as judges while I suing them as co-defendants, even after I repeatedly demand public safety jury justice trials Vs them all. I even tried to stop the 12 June 98 hearing by giving the 12 June 98 co-defendant Attorney General J Morris, the same said Judge Simon Brown & A Hooper and co-defendant Court Manger L Brown all copies of 30 Articles of Human Rights under police seals 5, 6,7 June 98 before they sat; I therein warning them all -[police to arrest all them if they sit 12 June]- that article 30 make the rest of the 29 articles to be written British Constitution since 1945-48: so their 12 June 98 hearing was illegal but they still sat 12 June 98 to make unsigned illegal order saying they barred me from justice from 12 June 98 and made no mention of my 5,6,7 June 98 filled ''defence and counter charges'' against them, their crimes, and reasons therein for not appearing before them being ''already co-defendants in my cases at Walsall'' and yet they made no mention that in their 12 June 98 order nor that I also demanded their arrests therein for their plots to sit as judges while they be in Walsall Summonses since Jan 98 as concurrent co-defendants. Those, their more, abuses are like same fascist reasons/abuses why 1945 United Nations gave Britain a written Constitution called U.N ‘‘ Universal Declaration of Human Rights’’ laws that says, article 30, Britain nor United Nations any Organ.s, can never make any post 1945/8 laws nor power any person to, nor make statutory instrument after 1945 to break the United Nations’ main objective being U.N 1945-48 unchangeable and non-reinterpretable universal of Human Rights Declaration laws, maxims; besides they my adversaries breaching the now kept secret, embezzled, forever set laws of Magna Carta, 16 Car Cap 10, Bill of Rights of the People of England 1688 also says all they done to me Mr Soares is illegal. Since 23 Jan 98 abuses of me having to charge Judge AW Brown, AD Walker Justice John Owen for sitting in cases while I suing them and being co-defendants together sitting as judges to strike out my cases; yes since then they knew they could not manage me so from 23 May 98 too they knew they had to ambush me into secret court hearing in front of one of them I suing so they decided to ambush my court cases for they were all in trouble and getting deeper; so they 29 May 98 set up co-defendants Lord Simon Brown and Anthony Hopper to sit to judge me 12 June 98 while they be co-defendants in my case in Walsall Court Dec 97-May 98; in that plot to get me in front of judges -[maybe set to get me to 180 miles London Royal Courts 12 June to lock me up by saying I attack judge etc]- they knew had I also already issued summons against all the Lords of House of Lords of Appeal in March 1998 so I could not use court of appeal, after their traps for 12 June 98, to get redress of their 12 June 98 plotted corruption so they conspired with the British Cabinet in it too even to put Lord Simon Brown down to the ordinary High Court to criminally abuse and bar me from justice, my cases, use of lawyer illegal order 12 June 1998 so that I could never safely get the House of Lords of Appeal to retract or and fight against them because I already issued summons against the lords; that is why they called me to London 12 June 98 and still barred me from court etc after I on 5 June 98 filled ‘’defence and counter charges’’ against them in their illegal hearing 12 June 1998 therein I cross charging them against their conspiracy 12 June 1998 hearing and so I also refused therein my ‘‘defence and cross charges’’ refused to appear in London 12 June 98 front of illegal court with co-defendant judges whom I suing in Walsall since January 1998 sitting as judge: they could have plotted to get me to London 12 June 98 in front of co-defendant judge Simon Brown & A Hooper simply to lock the hearing door and then frame me up with some wicked allegation and witness for each other against me all to shut me up and force me to drop my cases willing rather than black list me as was all left to them to try 12 June 98: looking at their cheek of not even mentioning my ‘’defence and cross charges’’ in their 12 June 98 order barring me, its plain they were leaving no limit to what they had to do 12 June 98 against me to shut me up and stop my cases already started against them, if I went to their illegal hearing in London Royal Courts of Justice case co/1700/1998.

Bare in mind that one of the main culprits that was behind the corruption and abuse of me at the Walsall, Birmingham, London courts 1997 to 9 June 98; 12 June 98 illegal court order period since I last heard from the Royal courts of Justice and ignored by Lords of Appeals refusing to set forth my appeals since before June 98. Bare in Mind that The Attorney General is still refusing to ever answer any of my letters to him to make sure he has had plenty of time to prove he had nothing to do with the concurrent corruption from Walsall to London 9 June 1998: he John Morris MP knows he is trapped so refused to answer any my letters; one he even signed for at his own personal home address, illegally – state property mail it was too; he did not sign for it at the office where it was sent??? He and all the British cabinet including Tony Blair read it and copies of many documents proving the corruption of Judges sitting as judges while they be co-defendants in my cases and read his part in it all and read me demanding his arrest and arrest of every ever Member of British Cabinet and all involved heads and officers of Treasury Dept and Attorney Generals office especially the lawyers of case CO/1700/1998: He, Tony Blair, John Morris, Robinson, all British cabinet and all Judiciary Judges and court personnel nationally know all this through hundreds of copies of petition sent to them and him J Morris about this and periodically as the crimes against me and perversions of justice grew from 1997 to Last blow from them 9 June 1998 bar of me from court; and I sent copies to police and all of the Labour Party and Cabinet periodically as up dates but they kept their mouth shut and so become accessory to all sub crimes by their silence; including the fallen Treasury Mr Robinson MP of Coventry a main string puller 1997-98 of the corruption with all the British Cabinet knowing as the offence arose; including before the sly last blow 9 June 1998.

Enclosed is copy of proof of posting & copy of secret order fabricated secretly till I found it yesterday 10 March 1999 wherein both Judges Lord Kennedy & Justice Blofeld –[setup by co-defendants Mrs L Brown & co-defendant Manger of QB & Judges Simon Brown & Hooper, Labour Party & its John Morris MP & Tony Blair & Cabinet etc]- knew of all 1997-14 Oct 1998 corruption: I sent them copies in 1998 about it too: they and already served on Walsall co-defendant Treasury Solicitors etc knew their conflicts of interests but still fabricated 1 March 1999 hearing: I seen no documents toward 1 march 1999 hearing nor did my service address get any, I checked. 6. Theft & perversion of justice ongoing as I still have no reply from Royal Courts Justice since Listing Manager of Queen’s Bench pretended she was manager of court and still she and court service refusing to give me my endorsed copy of my defence co/1700/1998: so arrest her and her new conspirators behind this lot pretending they or the judiciary can ever be clean to hear any case V me without crooks from Walsall to London Royal courts stand trial. Arrests all Chief Clarks, Managers, & head Clarks of all Royal Courts Appeals, rules, Judges, QB Master, Chancery Chambers, Registrars of Appeals, Crown Office, Court Services, Official Solicitors, Clark to L.C Justice, Judicial Office etc as accessory to all crimes vs me, Humanity, Human Rights Laws and now this conspiracy 1 March 1999 fabrication of case Vs me: all are guilty as have been told of all this since 1998. 8. However, suddenly out of the Blue -[causing me to write this to you and United Nations]- on Wednesday 10 March 1999 I found a redirected letter dumped into my porch; It originally addressed to me at Langley Rd –[unlawfully unlawfully to Langley Rd and My home, dumped with criminal deception motives via the sender sending it to Langley Rd where they al at Treasury, Royal Courts, Attorney General all know that no mail is ever to be sent there to Langley Rd nor to my home after they in their criminal conspiracies (as I said to them and you in many police documents I also sent them too) which they May 29-June 1998 caused problems at that my old service address which caused me to tell them and you that no mail is to be sent there at Langley Rd ever]- Rd but now 10 March 1999 deceitfully dumped on my home at Timbers Way -[where I repeatedly forbidden to them and the court to write to me too: because after there crimes all mail to me must be witnessed to protect me from their crimes and cover-ups which they read and you the police read as also they of treasury Solicitors (all co-defendants in my issued concurrent summonses in my Walsall case since November 1997) did read in my defence and counter 5, 6, 7, June 1998 against co-defendant Judges Lord Simon Brown & Hooper, court managers Treasury Solicitors, & John Morris MP & his whole Labour Party & Cabinet etc(Public records too)]- Way where they know its not service address & I do not really have safe mail access but still they caused dumping of it containing 4 paged 4 written sided unsigned court order seal dated 1 March 1999 purporting to be made lawfully against me Mr Soares and simply seems to be only a repeated court order similar to the illegal ones made 9 & 12 June 1998 by originally co-defendant Lord Justice Simon Brown & Hooper in their then conspired and fabricated the process with already Walsall Court pre 9 & 12 June 1998 co-defendant Labour Party, Treasury Solicitors, Courts Services, all Walsall Judges, to make false judgement V me 12 June 1998 –[Why did they need to make another court order 1 March 1998, in secret hearing without me knowing, 9 month later after 12 June 1998 one and repeating their illegal bar of me from Justice etc implied evidence of corruption of the first order 1998]. I was never even told that they had dared set any hearing in London this time at all in 1999 –[not even last minute warning to me of hearing 1 March 1998; Unlike last time fabrication till week before 12 June 1998 illegal hearing after fabrications to June 1998 case co/1700/1998].

Therefore, after yet another abuse of power and criminal conspiracy to pervert justice of my Walsall cases -[defendant Judges sitting as Judges again, this time Lord Kennedy & Blofeld defendants since Walsall & warned in many copies of police sealed letters 14 October 1998 sent to them and all judges individually since December 1998], I must now demand that all persons involved before and into that 1 March 1999 illegal fabricated court order co/1700/1999 be arrested urgently and kept from all documents –[including 1 march 1998 co-defendants sitting illegally as Judges even Lord Kennedy & Mr Justice Blofeld, and 1997 to onwards 14 October 19998 co-defendants Mrs L Brown of Royal Courts Listings, Royal Courts Manager Lynne Knapman, all the Royal Courts managers & all Queens Bench and Divisional Managers and all Chief Clerks of that court division, Lord Irvine, All the British Cabinet, all Treasury Solicitors and all assistant Treasury Solicitors, Tony Blair MP, Lord Irvine and king pin Labours Attorney General John Morris: all guilty of these crimes, fabrications and conspiracies, and criminal cover-ups etc].

crimes similar to those of King John 1215, King Charles 1649, King James 2nd 1688: she knew what was going on all this time as under police seal to her via police and direct from me witnessed like sent to all Judges of Appeals, High Court, Lords, etc of this realm knows and know that I have been sending them copy of my last letter 14.10.98 to Police and them via police and post –[much mail witnessed sent demanding they cause arrests of all Judges, Treasury Lawyers, and culprits and co-defendants of my original Walsall cases and illegal 12 June 1998 case co/1700/1998 that co-defendants set-up co-defendants Judges Simon Brown and Hooper to sit as Judges which is illegal and proved so like in Lord Hoffmann could not sit in case Vs Chili’s ex president Pinochet in London December 1998: same principle of defendants of prosecutor can not sit as judge in cases they are defendants in, party in, or have conflicts of interests which is what has happened in Walsall, Birmingham, Back to Walsall, then fabricated into London 12 June 1998 and yet again fabricated in Royal Courts of Justice 1 March 1999; also pretending I knew about such 1 March 1999 hearing]. The Queen and they knew, repeatedly via mail, about judges sitting in cases they have conflicts of interests in and are co-defendants in. So arrest her, them, and know this that copy of this is also going to United Nations whom I am in communication with about all this since last year as said under police seal to them and Police Chief and CPS etc. Its on the internet many times as notified all judges including Judges Kennedy and Blofeld between June 1998 and up to 1 March 1999. Police make sure all MPs, all Judges nationally, all United Nations get copy of this too. I repeat I only found the present said illegal mail dumped on my home 10 March 1999 contrary to posted new 5, 6, 7, 8 June 1998 service address given Attorney General & Treasury Solicitors, & Court for courts: but why, after me bombarding them with copy of my 14 October 1998 police sealed letters, petitions etc, have they now 1999 deceitfully fabricated case & secret date from me then hold secret not told to me hearing 1 March 1999 and then send it to Langley Rd where they know they caused me May1998 -[after they fabrications and theft of court documents]- to have to remove that service address to Trent Tower to avoid anymore of their corrupt persons and to send me mail there for my yet another witnesses to get and record the contents. In short they have deliberately bypassed that my 3^rd safety service address to set me up with that fabricated unsigned by said Judges 1 March 1999 court order after they of the –[all co-defendants since Walsall 1997]- Treasury Solicitors & head A H Hammond, John Morris MP, Labour Party and other co-defendants like court services all heads, Queen, and others could not manage me to now so now more cheek because United Nations not acted yet; this is yet another nail in their coffin in pipeline. Only service address at 11 Trent Tower is given for you all and all to get copy of this to reply to me in 7 days or become more accessory to herein said new & past crimes. All peoples cases that dirty judges, alleged corrupt judges, work on will have to be dug up so its emergency that all persons written to, or sent copy of this, do their citizens duty of arrests as its to Police, CPS, all MPs in 7 days from copy of this is to you are to cause the arrests of the culprits, all Walsall Judges, all Treasury Solicitors especially Mr A H Hammond the head -[Co-defendant served on in Jan 98 as you well Know in Police records]- are to be also arrested with the Attorney General John Morris & co-defendant Mr Hammond Treasury head etc & now a called Stephen Glendenning of Treasury Solicitors & a Mr S Kovat mentioned in the said fabricated 1 March 1999 court order co/1700/1999 because they have not nor intended to nor used any lawful court process nor let me know of it before 10 March 1999 I got the said order: since 10.3.98 my service address at Trent Tower said no letters ever come from Treasury Solicitors nor Royal Courts to me before nor after 12 June 1998 so they deliberately kept it silent since 12 June 1998 a conspiracy with no communication to me while they conspired with Royal Courts Judges, staff, & persons mentioned above -[also after knowing their names on internet]- to secret hearing 1 March 99 and so must have fabricated its process; this it from me now to United Nations whom must act against them, Labour Party, all Judges of & State, all Royal Courts Justice Staff, & Police & CPS. I will never pay them any money either: no lawful court so case no lawful court costs: they stole public money pretending to be lawfully against me in court: used it maliciously hoping to bury me with because of what is on the internet and going round the world, always? Bailiff’s & Police blood at my home due?

A) Why in their, illegal 3^rd jeopardy fabricated secret process, trial/judgement order 1 March 1999 did co-defendants Lord Justice Kennedy & Justice Blofeld omit to mention that they must have seen in the court file on 1 March 1999 that I already 5, 6, 7 June 1998 filled repeated copies of my defence and counter charges in case CO/1700/1998 -[on tape recording court manager /head listing officer L Brown in June 1998 said she gave to co-defendant Judges Simon Brown & Hopper before 9 June 1998 and are in the file before 9 & 12 June 98]- nor that they read therein that I already have themselves Lord Kennedy & Judge Blofeld as codefendants at Walsall since Dec 97 also notified under Police seal Jan 1998, via Royal Courts Justice & all Court Circuit offices before May & 9 June 1998, via co-defendant Lord Irvine 1997 & notified with copy of World wide Petition with police seal 14 Oct 98 on. Co-defendant judges Lord Justice Simon Brown & A Hooper, illegally sitting and summoning me once, for 9 June 1998 -[they kept secret 12 June 98 hearing], also deliberately omitted to mention my 5, 6, 7 June 98 delivered defence in their illegal court orders 9 & 12 June 98 & says that I do not appear in front of judges I already suing or suing: & its perversion of justice in my cases against themselves they were & now really up to with case co/1700/1998. So cause outcry & arrests of them all now & Attorney General John Morris for had copies of my defence & Treasury Solicitors since 6 June 98 after they gave me about 4 days notice of hearing 9 June 98 after they fabricated history of that trial in front of co-defendant Judges Lord Simon Brown & A Hooper to 9 June 98: all that abuse Dec 97-14 Oct 98 is chronologically recorded under police seal 17 Jan – 14 Oct 98. British Cabinet knew too.

B) Why, with all the evidence and document proof -[of corruption by the treasury solicitors]- on police file in chronology of event from 17 January 1998, why secretly to June 1 1998 did they Treasury Solicitors, suddenly -[after Judges AW Brown, AD Walker, SC Rogers, I Wood Court Manager of Walsall all being co-defendants with Tony Blair MP & other court staff since Dec 1997 too]-, conspire to get co-defendant Judges Lord Simon Brown Appeals -[already co-defendant Judges in Walsall Court House]- to help them secretly set up -[secret process no known to me till last week May 1998 or first week June 1998]- to & fabricate court process to 9 June 98, of case co/1700/1998, conspiracy between them, already co-defendants Court Manager I Wood, Walsall Listing officers Mrs Downing, All Walsall Judges and others of Walsall Court House, Justice John Owen Birmingham, Lord Irvine etc –[and all named or served on co-defendant Judges]- to attack my civil case by suddenly involving Criminal Division Attorney General -[also co-defendant]- to make secret applications to Royal Courts of justice co-defendants Lord Simon Brown & A Hooper to ambushing my already cases in court against themselves & Lord Simon Brown & Hooper’s selves –[Started December 1997]- in person, against every Judge of the state in person, and against the state & Labour Party -[Labour Party abuse of power (State Money, Officers, Treasury) even making it Political Party Malice use of public funds to shut me up, bar me from freedom of democracy use of court, from being impartially heard by non co-defendants (all Judges were then co-defendants so only jury was lawful ever since 1997), pervert course of justice of all my civil cases via Labour Party MP Attorney General John Morris fabricated cases 9 & 12 June 1998 & again repeat of same judgement 1 March 1999]- Labour Party, Attorney General, all Treasury Solicitors and others. So cause theirs & arrest of Lord Chief Treasury of England Tony Blair and all the Treasury officers ever been or will be involved in finances of any the herein case Vs me Mr Delroy Anthony Soares: they must be involved with the extortions of public money that the malice filled adversaries against me has used in the said three cases 9 & 12 June 1998 & 1 March 1999: police records are wriggled with chronological proof of who is involved against me so far from Walsall 97 to the present: the State Treasury Accountants involved must have names of al Treasury Solicitors & John Morris MPs deeds Vs me: illegal Use of attorney generals office, Treasury Solicitors, Courts, Courts posts, and public office is crime too: extortion of public money for personal motives & blackmail of me 6 & 12 June 1998, 1 March 1999 as well as Walsall fabrications of court hearing dates, trials etc in front of Judges SC Rogers, AD Walker, AW Brown set-up by co-defendants Mrs Downing, Court manager I Wood & all the said Treasury Lawyers to 25 May 98 before they could not beat me nor get to cover-up those crimes at Walsall to 25 May 98, so they panicked and secretly London conspired ambush of my Walsall case V themselves in moves & fabricated case to do the 3 Illegal cases CO/1700/1998 against me to bar me from proving their corruption at Walsall before they claim they bared me from court in 3 same judgement after 3 same fabricated cases.

C) DEMOCRACY, PUBLIC SAFETY VS ABUSE OF STATE POWERS & NATURAL LAW SAYS:- The political Party hostage of the legal system is not lawful even that parties men has got control over the government strings which is not ever supposed to have direct influences on the law machine so that citizens can be abused: as in my case by the Ruling Party’s MP John Morris pretending to have power in civil cases; especially when he and his party and all judges are codefendant. SO AS IN THAT CASE V ME: The state officers using the public money to attack me, my Walsall cases against themselves & state to pervert justice is criminal perversion of justice and arrestable offences by that Political Party and all the agents involved; and they know and knew that and also that such state officers as Treasury Lawyers Glendenning & Jay -[summons already served on their boss A H Hammond 1997]- dared to and deliberately conspired with al the defendants of my Walsall cases to -[December 1997 to May 1998 issues, concurrent summonses]- repeatedly -[9 & 12 June 98 & again 1 March 1998]- repeatedly stand me to trial 3 times -[2 of Total secret 12 June 98 & 1 March 99, first was 99% secret 9 June 98: 3 times in front of already co-defendant judges I suing in Walsall court since December 1997]- working for criminal conspiracy co-defendant Labour Party MP John Morris Attorney General & Tony Blair -[and for all the cabinet (all co-defendants in Walsall cases of mine since December 1997 too)]- to bar me from my cases already started against themselves, the state, and the judges sitting the 3 times 9 & 12 June 98 & 1 March 1999: tried me three times by judges –[judges I already suing, they all pre warned they are co-defendant at Walsall so were judges with conflicts of interest worse than Lord Hoffman in December 1998 case in same Royal Court]- under the same case number CO/1700/1998, 3 times under the same charges even 3 same individual applications to bar me from use of court, from finishing cases against themselves, from freedom of choice of lawyer and impartial access to justice, and bar from starting any cases against themselves or any choice of lawyer and impartial access to justice, and bar from starting any cases against themselves or any other person without asking them the already co-defendant judges, co-defendant state, co-defendant political party permission to start or use any court against them or anybody else: so I am outlawed, above the law in fact so I will slay any bailiff that they send to distress me of any substance. So take that as notice you all involved –[as you will all get copy of this and the front to read with 14 October 1998 4 paged petition all judges & here persons mentioned have already been sent to United Nations Human Rights for redress of all these abuse, ones with no space here to say with ongoing offences]- involved, judge lot of you.

D) PURPOSES OF WRITING & TO WHOM THIS IS TO ETC., GENERALLY:- This herein my letter etc forms part of my ongoing and fresh complaint cases to United Nations Human Rights Court & Heads of state & World wide pressure groups as official human rights abuse complaints against all the individuals herein names, Police, State, Labour Party use of public money’s Treasury solicitors & Attorney General -[breach of 30 Articles of Human Rights 1945-8 to do all the herein mentioned abuse to me too]. You therefore culprits having read this know that non of the 3 fabricated, false powered, forgerous court process & case, 9 & 12 June 1998 & 1 March 1999, have no power: because no man can be convicted for the same supposed crime 3 times, especially under the same case number CO/17000/1998. I can not owe any costs neither for those cases against me, the criminals of the state offices & Treasury want me to pay costs after they claimed that they lawfully succeeded against me –[via use of co-defendant Mrs L Brown Royal Court Manager & listing office 1998 (she got my defence before 9 June, said she gave them to Judge Simon Brown on tape recording, but she still hiding my copy of it sent to 5, 6 & 7 June 1998 as my defence document V case co/1700/1998 and Vs them sitting for they at co-defendant in my Walsall cases they plotted to bar me from on 9 & 12 June 98]- in Treasury Solicitors & Attorney General case co/1700/1998 in front –[illegally filed against me, pretending to be filed May 1998, under pretending jurisdiction under English criminal law process that was illegally passed law/power which United Nation Human Rights Laws said they had no right to use in any countries criminal law division and absolute never allowed to be used in any persons civil actions, nor did Parliament make the same pretending law they claimed founded case co/1700/1998 to be used in civil cases nor on lay people: because articles 1-17 & 30 of Human Rights Laws 1948, & after causes of 4 English civil laws and public safety perpetuities in perpetual laws made for safety all generations to come: laws Vs political and corrupt state officers abuse they hiding from lay people, amounts to treason Vs people and legacy conditions of Parliament]- in front of codefendant Judges Simon Brown and A Hooper at Royal Courts of Justice, London: I do not owe any case co/1700/1998 costs –[not that it was lawful, but no money costs owed even if their case was lawfully done or allowed in ordinary case/ circumstance]- I will never pay any. They chose to repeat the same charge after they claimed they got judgement 9 & 12 June 1998 so they must pay for them especially the 3^rd same charge & same judgement: arrest them and all behind them because they use the 3^rd case 1 March 1999 to criminally harass my life, criminal extort money thereby from me after they with malice against me stole the money from the public purse which they used 9 & 12 June 1998 &1 March1999, to take me in front of other co-defendant Judges even Lord Justice Kennedy & Blofeld so police to cause the arrest of them, Taxing officers of Walsall & Royal Courts of Justice, as well as the said Treasury Lawyers Mr Stephen Glendenning, Mr S Kavet, & Mr Jay mentioned in all 3 illegal judgements 9 & 12 June 98 & 1 March 1999 all 3 with case CO/1700/1998. If the first case was lawful 9 June 1998 why charge me with same offences 12 June 1998 & 1 March 1999 with same judgement: they kept it quite to 10.3.99 because knew I would have demanded Police arrest them & the said 1 March 1998 co-defendant sitting Judges Lord Kennedy & Justice Blofeld -[and all judges clerks]-, Mr Stephen Glenning, S Kavet, Mr Jay and Attorney General John Morris & Tony Blair & heads of court services & Court Manager Lynne Napman –[her secretary and case listing officers must be in collusion too]- because they too 1 March 1999 were co-defendants at Walsall since 1997 and I did that, demand arrests, too of Judges Simon Brown & A Hooper and same above Treasury lawyers on 5, 6, 7 June 1998, up to 24 Feb 99: so that is why they fabricated all whatever court process they used up to 1 March 1999 judgement against me at Royal Courts Of Justice and then only send me the judgement delivered 9 March 1999 to the wrong service address deliberately and not to my service address in theirs & court files, all to ambush me, but all they done is proved their conspiracy and criminal abuse of power by Labour Political Party & their illegal use & extortions of public money by power never allowed them against me or any layman.

Bare in mind that one of the main culprits that was behind the corruption and abuse of me at the Walsall, Birmingham, London courts 1997 to 9 June 98; 12 June 98 illegal court order period since I last heard from the Royal courts of Justice and ignored by Lords of Appeals refusing to set forth my appeals since before June 98. Bare in Mind that The Attorney General is still refusing to ever answer any of my letters to him to make sure he has had plenty of time to prove he had nothing to do with the concurrent corruption from Walsall to London 9 June 1998: he John Morris MP knows he is trapped so refused to answer any my letters; one he even signed for at his own personal home address, illegally – state property mail it was too; he did not sign for it at the office where it was sent??? He and all the British cabinet including Tony Blair read it and copies of many documents proving the corruption of Judges sitting as judges while they be co-defendants in my cases and read his part in it all and read me demanding his arrest and arrest of every ever Member of British Cabinet and all involved heads and officers of Treasury Dept and Attorney Generals office especially the lawyers of case CO/1700/1998: He, Tony Blair, John Morris, Robinson, all British cabinet and all Judiciary Judges and court personnel nationally know all this through hundreds of copies of petition sent to them and him J Morris about this and periodically as the crimes against me and perversions of justice grew from 1997 to Last blow from them 9 June 1998 bar of me from court; and I sent copies to police and all of the Labour Party and Cabinet periodically as up dates but they kept their mouth shut and so become accessory to all sub crimes by their silence; including the fallen Treasury Mr Robinson MP of Coventry a main string puller 1997-98 of the corruption with all the British Cabinet knowing as the offence arose; including before the sly last blow 9 June 1998.
